John Jay’s Master of Public Administration Program at the West Point Army Education Center

John Jay College of Criminal Justice has offered a Master of Public Administration (M.P.A.) program at the Army Education Center at West Point for four decades. The program serves staff and eligible family members at the West Point Garrison and the United States Military Academy, as well as residents of the surrounding community. The John Jay MPA Program has consistently been ranked among the top 20% of MPA programs, and is the second largest program in the United States.

During the past decade, John Jay has expanded online course and program offerings, and while students in John Jay’s MPA program at West Point have taken the majority of their courses at the Army Education Center, focusing on specializations in Management and Operations and Human Resource Management. However, students have the option of taking courses online or at John Jay’s campus in Manhattan and, when they do this they can accelerate and customize their course of study, and complete other specializations available to all John Jay MPA students. Available specializations include:

  • Human Resource Management and Management and Operation as a dual specialization
  • Court Administration
  • Criminal Justice Policy and Administration
  • Emergency Management
  • Forensic Accounting, earning both the MPA degree and the Advanced Certificate in Forensic Accounting, and qualifying to sit for the CPA Examination
  • Health Care Inspection and Oversight, earning both the MPA degree and the Advanced Certificate in Health Care Inspection and Oversight
  • Law and Public Management, completing four courses at the CUNY Law School, or by transfer credit at other law schools
  • Public Policy Analysis
  • International Inspection and Oversight
  • Law and Inspection and Oversight, completing four courses at the CUNY Law School, or by transfer credit at other law schools
  • Investigation and Operational Inspection
  • Organizational Assessment

MPA students are also eligible to earn a dual degree, the MPA plus the Master of Science in Protection Management, by taking seven additional courses in the protection management fields of security and fire protection.

John Jay’s tuition is the CUNY MPA tuition, the lowest in the region, and tuition support is available, particularly to supplement Military Tuition Assistance benefits for in-service military personnel. John Jay College enrolls more than 500 military veterans, most receiving Post-9/11 GI Bill® benefits, which are also available to eligible John Jay MPA students at West Point. NY State Veterans Tuition Award support is also available.

Admission is on a rolling basis and classes are offered at the Education Center in convenient 8-week semesters with courses meeting once a week supplemented by online assignments. A program advisor provides each student with a Program of Study Plan consisting of courses from the standard rotation of courses offered at the Education Center, along with fully online or campus-based courses the student might elect to complete to accelerate and customize the course of study. The MPA degree requires 14 graduate courses, and all of the specialization options described above can usually be completed in 14 courses, except for the MPA and MS in Protection Management dual degree which requires 7 additional classes. The Forensic Accounting specialization with the Advanced Certificate in Forensic Accounting requires 24 credits of undergraduate accounting courses as a program prerequisite.
